Knox Co. to consider recreational cannabis ordinance, finance options for Nursing Home remodel

The Knox County Board could vote on their version of the recreational marijuana ordinance at Wednesday night’s meeting.

According to board documents, the ordinance would promote and encourage economic development while also maintaining order in the growth of recreational cannabis businesses under the Cannabis Regulation and Tax Act in the county.

Recreational Cannabis businesses looking to start-up in the county will require a Conditional Use Permit approved by the Zoning Board of Appeals, Zoning Departments’ County Board committee, and the full County Board.

Board members could also approve a bid and bring back for financing options as a means to pay for work at the county’s nursing home.

Board documents indicate that remodel work estimates for wings two, three, and four at the nursing facility will cost around $1,400,000 to complete.

At the nursing home committee meeting, board members discussed a few different ways of financing the project, including getting two loans for the amount versus getting a line of credit for it.

The full board will also consider abating $4,000,000 of debt as part of the County’s 2010 General Obligation Alternate Revenue Bonds.

Taxing bodies abate these bonds with sales tax money so that the repayment isn’t levied on property tax owners.

There’s no action regarding it but there appears to be some interest in bringing back a failed proposal to help reduce the county’s utility costs through several energy efficiency projects.

SmartWatt had been working with the county for well over a year before board members shot down their proposal in September but several board members want to see it brought back.

Board members Jared Hawkinson and David Amor have both been vocal about bringing it back to the board in some capacity.

The full Knox County Board meets in an open session starting at 6:00 pm at the Galesburg City Council chambers.
