Galesburg’s energy aggregation program delivers 13% summer savings

The City of Galesburg’s municipal energy aggregation program will save residents approximately 13% on electricity bills this summer compared to Ameren’s default rate, according to a city announcement.

The program secures a fixed rate of $0.1089 per kWh from July 2025 through June 2026, while Ameren’s default rate is set at $0.12539 per kWh starting June 2025.

Approved by Galesburg voters in November 2012 via referendum, the program leverages collective buying power under the Illinois Power Agency Act of 2007 to negotiate lower rates for residents and small businesses. This “opt-out” system automatically enrolls residents, who can opt out at any time. Constellation sent letters in April detailing the new contract terms and participation options, requiring no action for those staying enrolled.

“While municipalities do not directly benefit from residential energy aggregation, it is a service we are pleased to provide our citizens as it has historically benefited residents with electrical cost savings,” said City Manager Eric Hanson. “The opt-out program, established by voters in 2012, has been a convenient and effective way for the majority of citizens to enjoy these benefits.”

The previous contract (July 2021 to May 2024) saved Galesburg residents $8,512,826—roughly $593 per household—compared to Ameren’s standard rate.

Residents can choose an alternative supplier or return to Ameren’s default rate, while Ameren handles electricity delivery, billing, and emergency services like outages. More details are available on the City of Galesburg’s website, the Citizens Utility Board, or Plug In Illinois.
