In this episode of Galesburg’s Morning News, where we recap our recent interview with City Manager Eric Hanson and newly promoted Assistant City Manager, Director of Community Engagement, and Public Information Officer Cathy St. George. They provided insights into the Monday, July 21, 2025, City Council agenda and Cathy’s new role.
City Council Agenda Highlights
- Illinois Housing Development Authority Grant: The Council will consider a $600,000 grant for the Home Repair and Accessibility Program, part of over $1 million in recent IHDA funding. It will fund up to $50,000 per home for repairs like HVAC and windows for low- to very-low-income homeowners, with 10-12 homes targeted, managed with Western Illinois Regional Council (WIRC). Approval may take six months, with updates on the city’s website.
- Wind and Solar Energy Amendments: Proposed changes address commercial renewable energy projects within city limits and a half-mile beyond, spurred by federal and state incentives, with minor residential tweaks.
- 224 S. Seminary St. Acquisition: A $84,400 purchase vote aims to secure the last parcel on that block, enhancing redevelopment near Amtrak and the potential Railroad Hall of Fame, funded by TIF District #4.
- Maple Avenue Fire Station Demolition: Back on the agenda after being tabled at the last meeting, costs for renovation of the century-old station range from $350,000-$1 million, with staff ready to adapt to the Council’s decision on selling or rehabbing the 23-year-vacant structure.
Cathy St. George takes on leadership role
- Rationale: The role, tied to the strategic plan, aims to improve communication locally and regionally, “change the narrative” about Galesburg, with Cathy’s 10 years of experience making her ideal. Eric Hanson noted her invaluable contribution over his 20 months as city manager, citing her knowledge of city operations and pitfalls.
- Roles and Duties: Includes developing a comprehensive communication strategy to reach residents and stakeholders, enhancing accessibility via the website, assisting daily operations, and sharing positive updates. A recent citizen survey highlighted a demand for more print communication alongside digital efforts.
- Cathy’s Background and Perspective: Starting in 2015 as executive assistant under City Manager Todd Thompson, Cathy’s role evolved to include legal work, communications, and administrative adjudication, leading to her 2023 appointment as Administrative Services Manager. With a Bachelor’s in Political Science and MBA from Western Illinois University, her prior roles at WIU, University of Illinois Extension, and Western Illinois Economic Development Partnership enriched her skills. She views communications as a passion, eager to fill information gaps, and embraces her “jack of all trades” approach to support all city departments. Cathy sees “great opportunities” to share Galesburg’s progress.
