Judge denies bond reduction in two meth cases, continues another

A Knox County judge yesterday denied motions for bond reductions in two meth cases and continued a third meth case scheduled for plea.

Judge Paul Mangieri denied 42-year-old Richard Norvell’s request to reduce bond from $500,000. Mangieri cited the seriousness of Norvell’s charges and the suspect’s criminal history as reasons for the denial.

Norvell is charged with Class X counts of meth manufacturing and possession of meth. The manufacturing charge is worth a maximum of 40 years in prison.

Also appearing today was 55-year-old Kevin J. Smith of Abingdon, who faces a charge of unlawful possession of meth. That charge carries a max sentence of five years.

Mangieri denied Smith’s request to lower bond from $85,000. The judge gave similar reasons to Norvell’s case for the denial.

Shane R. Delacruz appeared for a scheduled plea, however, the case was continued. The 30-year-old Galesburg man is accused of Class X meth production.

This was the sixth time Delacruz’s plea hearing has been continued since January.
